場次簡介:環境社會學 場次二:能源轉型的社會動能
2011 年福島核災後,台灣反核運動再起,2014 年馬政府宣布核四停建封存,2016 年蔡政府確認非核家園與能源轉型政策,台灣公民社會在追求非核家核、再生能源發展等在能源轉型的過程中,無疑扮演重要角色,也成為近年社會科學界持續關注的研究範疇。本 Panel 的發表人,將研究聚焦過去相對少受關注的行動者,台大公共衛生學系張弘潔檢視 1987-2019 年間的媒體報導,討論媒體如何呈現反核運動中的孩童與代間關係,並發現媒體直到 2013 年才出現真正以孩童為主體的反核運動報導。中央研究院社會學研究所丁允中、林宗弘則分析 2000 至 2018 年間 184 國的跨國資料發現,提升女性經濟與政治權力,對再生能源發展有獨立於經濟成長與民主化的顯著正面作用。卞中佩、林木興、佘健源、周桂田的研究則連結地方能源轉型實踐與 2018、2021 年的擁核公投結果,發現社區節電計畫等實作有助社區掌握較完整的能源轉型知識並且在公投中採取反核的立場。

題目:We want kids, not nukes”: the presentation of children and intergenerational relationships in anti-nuclear movements in Taiwan, 1987-2019
The literature on anti-nuclear movements in Taiwan has been researched from the perspective of politics, gender, indigenous people, and the Fukushima nuclear disaster. Children’s involvement in it, however, is overlooked. Based on the content and critical discourse analysis of newspaper articles, this paper explored the presentation of children and the change in intergenerational relationships in the history of Taiwanese anti-nuclear movements. Through the lens of the sociology of childhood, this study analyses 154 news articles from the United Daily News and Liberty Times from 1987 to 2019. The findings showed that children have been participating in anti-nuclear movements since the beginning and have played an essential role. This study found that children actively participate in anti-nuclear activities and contribute to social change. This paper identifies three ways in which children are involved in anti-nuclear movements: children as appeals, children as silent participants, and children as defenders of rights. The intergenerational relationship in the anti-nuclear marches was entangled with interdependency, authoritarianism, and partnership. The intergenerational relationship was fluid, dynamic, diverse and contested instead of a static relationship. Nevertheless, children often encounter adultism that neglects their capacity and agency to form their own opinions so their voices were barely reported until 2013. Hence, adultism must be addressed and tackled to recognise children’s contributions to social change.

題目:女權帶路的永續能源轉型:性別平等對生態現代化與能源民主的作用
再生能源被視為能有效地應對氣候危機,但何為有助其發展的社會經濟條件,仍未有共識、定見,尚處於辯論之中。過去研究指出,女性較男性更具有環境友善意識;性別平等亦被列為聯合國永續發展指標,被視為在規範性上與環境永續發展具有關連性。然先前研究對性別平等與女性權益與再生能源發展間關連性的討論,多聚焦於個人層次的環境友善行為或環境意識高低,較少著墨於結構面的政治與經濟權力結構分配的影響;此外,既有政策論述與研究多強調經濟成長和民主化對永續能源轉型的作用,視性別平等與再生能源發展兩者同為經濟與政治發展之結果,而較少論及兩者彼此間關連性。有鑑於此,本研究以 2000 年至 2018 年間全球 184 國的跨國資料,透過固定效應模型長期追蹤資料分析,檢視相關命題。研究結果指出,經濟發展呈現混雜的效果、民主化則未顯示顯著關連;然若結合性別平等與女性權益的相關指標,如女性經濟企業經營比例與女性政治權力高低,則與再生能源發展有顯著正向關連,亦即女性經濟與政治權力的提升對再生能源發展有獨立於經濟成長與民主化的顯著正面作用。

題目:Local Energy Transition Practice’s Political Impacts: Evidence from Taiwanese Nuclear Referendums in 2018 and 2021
Public acceptance and support constitute a crucial backbone for energy transition, which has been a primary response to climate change. However, a significant number of countries have been confronted with obstacles in an effort to promote energy transition, which was primarily predicated on negative public attitudes driven by political preference, economic interests, personal experiences, et cetera. For example, in Taiwan, the pro-nuclear energy group has played a primary role in mobilizing politically so as to oppose energy transition. Thus, in order to reverse these energy transition processes, the Taiwanese pro-nuclear energy group promoted two nuclear referendums in 2018 and 2021. Therefore, this study utilizes the results of the referendums to demonstrate that electricity conservation campaigns, including the village-community saving electricity competition held by the Taiwanese government, are closely correlated with an increase in vote share supporting anti-nuclear energy in their communities. Our findings suggest that various electricity saving practices established at the local community level not only allow residents to receive comprehensive energy knowledge, but also reshape their electoral behavior concerning energy transition. The contribution of this study is to specifically identify the importance of bottom-up energy transition policies which involve both energy information distribution and energy transition practices.
